RE: Furlough/Salary Reduction Plan

We are approaching September 1st and the beginning of the 12-month furlough/salary reduction plan approved by the University of California Board of Regents on July 16, 2009. [ Details of the furlough/salary reduction plan are available at: http://www.universityofcalifornia.edu/budget/?p=658 ]

We recognize that there are still unanswered questions about the furlough/salary reduction plan. Over the past few months, staff at the Office of the President have been working diligently to develop processes and procedures to implement the plan. As a result of their work, we have received several Question and Answer emails for campus distribution as well as considerable guidance and information for offices that will be administering the furloughs such as Human Resources, Accounting (Payroll), Budget and Planning and Academic Personnel. However, even with all the work that has been done to date, there are issues that remain unresolved. We know you are concerned about not having the information you need to make plans and administer your programs.

This message is to let the campus community know that we expect to have more complete information from the Office of the President within the next 7-10 days. We anticipate that the information will be in two forms. First, some of the information will be for the campus in general in the context of additional Question and Answers. Second, other information will be for offices administering the furloughs so that we can advise departments and answer questions about payroll processing or fund sources or human resource policy questions and other administrative or policy questions as related to the furlough/salary reduction plan.

I want to thank the campus community for the collective patience in getting questions answered about the emerging furlough/salary reduction plan. This is a complex program being implemented on 10 campuses across an extensive range of staff and academic titles, fund sources and circumstances. The Office of the President is doing all they can to be responsive to campus requests and employee feedback. The University of California is a multifaceted organization and consequently, any fundamental change to the organization requires careful and deliberate action. I can assure you that as soon as our office is notified with new or additional information, we will make it immediately available to the campus.
