RE: New Minimum Wage 1/1/08 and Change to Student Assistant title series
In 2006, Gov. Schwartzenegger signed into law AB 1835, which stated the state minimum wage would increase to $7.50/hour effective January 1, 2007 and to $8.00/hour effective January 1, 2008. University wages, including wages paid to student employees, will be consistent with these new minimum levels.
To comport with the new minimum wage, the ranges for all Student Assistant titles (title codes 4919 through 4922) will be adjusted as follows:
4922, Asst I min: $8.00/hour max: $11.00/hour
4921, Asst II min: $8.00/hour max: $11.00/hour
4920, Asst III min: $9.50/hour max: $13.50/hour
4919, Asst IV min: $11.00/hour no range maximum
INCREASE EMPLOYEE PAY TO NEW MINIMUM WAGE -
If your department currently has any employees earning below $8.00/hour, including employees paid on a "by agreement" basis, departments must increase the rate to $8.00/hour effective 1/1/08. For employees paid "by agreement", since rates are not entered into PPS the departments must make sure the actual hourly rate paid does not go below $8.00/hour when taking into consideration hours worked for the university.
DISCONTINUATION OF 4922, ASST I -
In addition, since the ranges for Asst I and II are now the same, UCSB will discontinue using title code 4922 (Asst I) effective 6/30/08. Effective immediately, Human Resources advises that departments not use the 4922, Asst I title, although they will have until 6/30/08 to fully discontinue its use for existing student employees.
DEPARTMENT CLASSIFICATION CRITERIA -
In addition, HR advises that departments take this opportunity to make sure all student employees are paid within the range of their title listed above. Depending upon the department criteria used to classify student employees, the department may choose to change the title used or provide pay increases to the new minimum. If the department criteria used to classify student employees has not been reviewed recently, this may also be a good time to take another look at this criteria.
Please note: Departments have delegated authority to determine classification criteria for student employees, meaning that HR does not oversee series concepts for the Student Assistant series and departments have the discretion to determine the specific classification criteria for each title. STUDENT SHIFT DIFFERENTIAL RATES -
As a reminder, student employees may be eligible for shift differential pay if certain conditions are met. See PPSM 31 for details regarding when non-represented employees are eligible for shift differential pay. The current shift differential rate for student assistant titles (title codes 4922 - 4919) is $.37/hour.
