A waiver of open recruitment for filling a vacant career position may be authorized by Human Resources based on special circumstances and in accordance with equal opportunity and affirmative action objectives. Special circumstances may include:
- When a candidate possesses unique skills, knowledge, and abilities and there is no other viable candidate available
- When there are demonstrated recruitment difficulty
- When there are time or funding constraints, or other demonstrated business necessity
- When there are health and safety reasons
STEPS FOR REQUESTING A WAIVER OF OPEN RECRUITMENT
1) Prior to submitting your request, consult with Employment.

2) Submit the following documentation:
- Request Memo – request memo created and attached online as part of the online requisition process (Note: A link to the template memo will be made available as a link when creating the online requisition process.)
- Requisition – online requisition created from an approvedjob description in the online Job Description Library
- Job Application –online application created and saved only (Note: The applicant can only create and save the application, since the job is not to be posted online.If desired, a resume or other application materials may be submitted as an attached document for the online requisition.)
3) Written notice of the completion of the waiver approval process or denial of the request will be forwarded to the department, and the job status and applicant status will be updated on the online Employment System by Human Resources accordingly. In the event that the waiver request is denied for any reason, the department will be able to have the online employment requisition that was submitted through the waiver request process available for immediate posting.
