Pay

The pay policy covers three different work situations that may apply in a campus emergency. They are paid leave, call-back time and on-call time (restricted and unrestricted). Each will be treated in turn.
  1. Paid Leave:
    In general, employees on paid leave governed by this policy will receive their normal rate of pay for the period of authorized paid leave time.

  2. Call-Back Time:
    Unrepresented non-exempt employees required to work during a designated emergency will be paid in accordance with the existing Personnel Policies for Staff Members (see PPSM #31 B.5). Employees on "call-back" time shall be paid for time actually worked upon return or a minimum of three hours, whichever is greater. Call-back time actually worked must be included in the calculation of the regular rate for determining premium overtime pay. Overtime will be compensated at the appropriate rate, but the method of compensation for premium overtime shall be at the department's discretion, if the employee has not made a prior election to the contrary.

    Represented non-exempt employees covered by collective bargaining agreements will be paid according to the "call-back" provisions of their agreements.

    Exempt employees are not eligible for any overtime compensation if required to work during this period.

  3. On-Call Time: (restricted)
    When unrepresented, non-exempt employees are required to restrict personal activities and inform their employer as to how they may be reached during an emergency, they will have those hours considered as time worked and will be paid at the employee's normal pay rate (or overtime when appropriate).

  4. On-Call Time: (unrestricted) When unrepresented, non-exempt employees are required to inform their employer as to how they can be reached in an emergency, but are free to engage in activities for their own purposes, they will not have those hours considered as hours worked. An employee on on-call status is not eligible for minimum call-back payments.

    Represented non-exempt employees covered by collective bargaining agreements will be paid according to the "on-call" rates stipulated in their agreements.

    Exempt employees are not eligible for on-call payments.

Time Recording

Employees who have been granted paid leave under this policy shall have the hours recorded on their timecards as "z" (other).

Extra Duty

During emergency situations employees may be required to perform extra and/or different duties from their ordinary work. Such duties should be of temporary duration, therefore no stipend is anticipated as a result. However assumption of extra work by the employee may be acknowledged during the merit and incentive processes.

Critical Positions

Critical positions are those which have been designated by the campus as crucial to the safe operation of the campus during emergency conditions. Employees in critical positions such as Police, Rescue Workers and Environmental Health & Safety are exempt from the provisions of this policy. They are governed by departmental regulations covering emergencies and should consult with their department head for specifics.

Benefits

Since time off during an emergency is counted as paid leave, there will be no effect on an employee's benefits or leave accruals.
